Factory capability, MOQ, development fees and quality control: a trade buyer’s checklist for OEM and ODM vape projects, without the marketing noise.
A private-label vape project is a manufacturing project, not a catalogue order. The factory behind it needs the right equipment, the right engineering team and a quality system that can survive a real production run. This checklist is for buyers who already have a brand project and the volume to support it.
Separate OEM from ODM before you brief
OEM uses an existing device platform with your logo, colours and packaging. ODM develops a new device, structure or flavour direction. The commercial terms are different: OEM has a defined MOQ, while ODM requires a development fee and a later MOQ agreement.
Audit the factory, not the brochure
Ask for the production address, a video walkthrough, photos of the line and the QC process, and the size of the workforce. A real factory can explain where injection, assembly, packing and inspection happen. Vague answers are a warning sign.
Confirm the engineering capability
For ODM, ask about the ID and structural team, tooling, mould ownership, sample iterations and how design changes are approved. For OEM, ask which parts can be customised and which are fixed by the platform.
Agree the commercial terms in writing
OEM private-label projects start at 3,000 units per flavour and SKU. ODM requires a development fee paid by the customer. The quote should itemise samples, tooling, packaging plates, MOQ and the production schedule. Do not accept a fixed lead time before the golden sample is approved.
Quality control and ownership
Ask for the QC gates: incoming components, first article, in-line sampling, finished goods and pre-shipment inspection. Confirm who owns the tooling and the artwork, and what happens if the first production run fails the agreed standard.
Red flags in an OEM project
- No factory address or line video
- MOQ changes after the sample
- No development fee for a genuinely new device
- No written golden-sample approval
- No clear answer on brand authorisation or IP
- A fixed delivery date before tooling is approved
From sample to golden sample
The first sample is a concept; the golden sample is the production reference. Approve the device, colour, draw, leak performance, packaging and label together. Keep a signed or photographed golden sample, and refer to it in the purchase order.
Tooling, artwork and ownership
Ask who owns the mould, print plates and artwork files, and what happens if the relationship ends. A clear answer protects both sides. The quote should also state whether the development fee is credited against production, or separate.
